SPRINGFIELD – A South End parking garage project seen as a key to redeveloping a blighted square off Main Street moved ahead Monday with the opening of bids for a designer.
The city received one response to the request for proposals from Desman Inc., which specializes in parking design and has offices in multiple cities including Hartford and Boston. The bid is now under review, according to the city’s procurement department.
