Southwick, Noble Steed developer compromise on infrastructure to avoid penalty

SOUTHWICK — Two weeks after the Planning Board examined its remedies to force Jesse Saltmarsh to complete the Noble Steed residential development, the town’s planner said an agreement had been reached by both parties avoid any penalties.

“[My] recommendation is that we take his offer his offer of a [construction] schedule and continued work over at Noble Steed as an opportunity for everyone to collaborate and work together,” Town Planner Jon Goddard said during the Planning Board’s Feb. 27 meeting.

At the board’s meeting two weeks ago, Goddard informed board members he had “practical on-the-ground construction-related concerns” about the progress being made on Noble Steed’s infrastructure, like roads, sidewalks, curbs and drains.
