Nine people on the Quincy public employee payroll made more than $275,000 last year, according to payroll data, with the city spending more than $253 million on payroll last year, up 7.2% from 2023.
Of the top 100 highest earners, 97 were from the city’s police and fire departments, according to the city payroll data. The other three non-police or fire department employees were the school superintendent and assistant superintendent and the city’s director of municipal finance, according to payroll records.
On average, employees on the city’s payroll made $58,000.
Police Captain James Flaherty made the top of the list, earning $325,754 in 2024. Of that total, $287,721 was from regular pay with $38,033 for overtime.
The second-highest earner last year was Police Captain Michael Miller, who made $294,832 in total pay. His total was $280,314 in regular pay and $14,518 in overtime.
The highest-earning member of the city’s fire department was Deputy Fire Chief Patrick Dee, who ranked 11th overall on the city’s payroll and made $280,654 in total, with $206,849 in regular pay and $73,805 in overtime.
The city paid its employees about $19.15 million in overtime pay in 2024. Eleven employees earned more than $90,000 in overtime, all of whom worked for the police department.
The highest-overtime earner in 2024 was police officer Justin Ruggiero, who ranked 74th in overall city pay. He made $218,725, with $112,825 in base pay and $105,901 in overtime.
Thomas Koch, the mayor of Quincy, ranked 242nd in overall earnings, making $159,142 in regular pay.
The highest-ranking public school official was Superintendent Kevin Mulvey, who ranked 26th in total city pay, making $251,162 with no overtime.
