
A 49-year-old man was granted parole this week for the fatal shooting of a man in a Springfield apartment in 2006.
After his second appearance before the parole board, a majority of its members determined Rafael Guzman had shown a level of rehabilitation making his release “compatible with the welfare of society,” the parole decision reads. In the decision, the board cites Guzman’s strong family support and comprehensive re-entry plan that will “meet his needs.”
During his hearing, Guzman demonstrated “insight and empathy,” the board wrote, pointing specifically to his insight into his substance abuse and mental health issues. As one of the conditions of his release, Guzman will be required to attend Alcoholics Anonymous or Narcotics Anonymous three times a week.
