STEUBEN COUNTY, N.Y. — The New York State Attorney General’s Office has released body-camera and drone footage of a deadly standoff involving law enforcement and a man who fired shots at officers during a welfare check, The Evening Tribune reported.

The incident occurred on October 21, 2024, and ended with the man’s death after a 12-hour standoff, according to the report.
The confrontation began after midnight when Steuben County Sheriff’s deputies conducted a welfare check at a man’s residence at the request of his family. According to authorities, the man fired a shotgun at officers upon their arrival and retreated inside. During the standoff, the man allegedly made terroristic threats, including plans for a mass casualty incident and threats to kill, according to the report.
Negotiations lasted several hours before the man left the residence armed with what appeared to be a long gun and drove through a field to another location. He stopped at a home and attempted to go inside before driving his truck toward law enforcement.
Drone video shows the man’s truck colliding with a police vehicle as officers dove out of the way. Officers opened fire as the man exited his truck.
The man was given medical aid by a sheriff’s paramedic and emergency personnel on the scene and transported to a local hospital, where he was pronounced dead, according to the report. Authorities recovered a shotgun from his vehicle.
Steuben County Sheriff James Allard called the incident a tragedy and expressed the emotional toll on the responding officers.
“We worked diligently to try to avoid that throughout the night and the entire day, but at the end, we could not stop him from attacking,” Allard said.
The Attorney General’s Office of Special Investigation, tasked with examining all law enforcement-involved fatalities, is leading the investigation, according to the report.
The standoff involved multiple agencies, including the Steuben County Sheriff’s Office, Corning Police Department, Canisteo Police Department and New York State Police.
