State hospital project meant to help Mass.’ housing shortage — what’s the holdup?

A plan to turn one Massachusetts town’s former state hospital into apartments has hit a regulatory brick wall, erasing the chances of starting construction this month, amid an ongoing statewide housing crisis.

As officials have tried to tackle the twin challenges of supply and affordability, they have turned to what’s known as “adaptive reuse,” or transforming long-standing buildings into new housing.
