SPRINGFIELD — A plan to double the cost of throwing away mattresses and box springs and making other changes to the city’s trash collection ordinance received a first approval from the City Council following multiple meetings and hours of debate on the issue.
But a proposal to increase the price of mattress disposal even higher so the city could break even on the cost of throwing them away failed.
