
SPRINGFIELD — In an attempt to collect more than $1 million in unpaid fines and to lessen quality-of-life violations, councilors are moving ahead with a proposed ordinance to push residents to be better neighbors.
City councilors Victor Davila and Brian Santaniello said their plan, first reported in June, balances compassion with the city’s financial need to collect fines and a wish to protect neighborhoods from blight.
On Friday, the two will announce plans to bring the ordinance to the City Council for a first reading in September. From there, it is expected to be sent to a subcommittee to be debated before it is returned for final consideration.
