A 53-year-old man who police say followed a teen girl while she was out jogging was arrested by Massachusetts State Police in Hingham Thursday on a charge of failing to register with the Sex Offender Registry Board.
The man, Edmund Chance, is a level 3 sex offender, Massachusetts State Police said in a statement. Chance has a history of what State Police called “predatory behavior” including prior convictions for rape and kidnapping.
Level 3 sex offenders are individuals believed to pose a high risk to the public due to their likelihood of reoffending, according to the state.
Chance was wanted not just in connection with the failure to register charge, but also for questioning tied to a “disturbing incident” on Tuesday evening where police say he pulled a car alongside a 17-year-old jogger and offered her a ride. The teen girl declined and continued her route, but police say Chance followed her until she ran away and called 911, State Police said.
State Police “developed information” that Chance may be at a specific location in Hingham, and subsequently arrested him there, according to the statement. He was brought to Hingham District Court for an arraignment, where a judge set $2.5 million cash bail, court records show.
A plea of not guilty was entered on Chance’s behalf.
