SOUTHWICK — During the Select Board meeting Monday, a discussion was held about two competing bylaw proposals to regulate permitted and prohibited activities on town-owned properties, Board member Doug Moglin asked how the two should be considered: as separate or complementary.
“Is this intended to supplement or complement the proposed bylaw or replace it?” Moglin asked board member Jason Perron, who proposed a bylaw in January that uses portions of a Westfield bylaw that regulates “nuisance” houses to counter a bylaw drafted by board member Diane Gale.
