
ENFIELD, Conn. — A teen driver who lost control of his car and struck two state troopers on Interstate 91 in Enfield last week is an undocumented immigrant from Ecuador, according to the Department of Homeland Security.
Joel Alexander Caica Nishve, 18, hydroplaned across three lanes of northbound traffic on Thursday and spun into two Connecticut state troopers who had pulled over to assist in a multi-vehicle crash.
