SPRINGFIELD — One of the last avenues that the City Council and advocates had to stop a proposed wood-burning biomass plant has closed, with the Massachusetts Supreme Judicial Court declining to hear a case challenging its 14-year-old building permits.
City councilors, the neighborhood council and clean air advocates expressed disappointment with the decision but still hold out hope that they can stop the project.
