For many, ‘affordable’ housing is still out of reach. Here’s why.

When Allison Luke received an eviction notice at her home in Lynn in November 2023, she didn’t even bother looking for a new one in the usual places.

Luke knew without looking that she couldn’t afford any of the apartments advertised on rental websites or Craigslist. Her rent had gone up from $500 to $1,400, which was beyond her budget, but rent on the average apartment in the area was upwards of $2,000.
