Finance report finds lack of communication, oversight led to financial difficulties at Water Division

WESTFIELD — At the March 13 Finance Committee meeting, Chair Ralph Figy shared his report of the financial challenges facing the Department of Public Works’ Water Division that led to the enterprise fund running out of funds and a vote by the Water Commission in January to increase the basic service rate by 40% and the cost per thousand gallons by 20%.

Figy said the committee sought to determine the root causes of the shortfall, understand how it occurred and to explore strategies to prevent a similar situation in the future.
