Detective Lt. Brian Tully became the highest-ranking member of the Massachusetts State Police to be disciplined for the investigation into Karen Read this week, a move one expert says shows a concerted effort to regain public trust in the troubled agency.
Tully was ordered to forfeit six vacation days — equivalent to a fine of several thousand dollars — after an internal affairs investigation found he failed to take proper action to discipline Trooper Michael Proctor for sending derogatory texts about Read.
