CHICOPEE – The sprawling Cabotville Mill complex will change hands again, despite the city’s concerns the transfer will do nothing to ensure safety code violations are repaired or that the downtown building will be renovated and reused.
On Wednesday, Judge Jonathan J. Kane, first justice of the Western Division Housing Court, ruled the mill, now owned by Aaron J. Papowitz, founder and managing principal of SilverBrick Group LLC, could transfer the building to St. Tropez Contracts LLC. of Monsey, New York.
