CHESTER — While the presence of manganese and last week’s boil order brought to a head the issues facing Chester’s water system, a consultant for the town said its water woes may have started years earlier.
“I have been warning them and warning them and warning them. So, this is very frustrating because it was totally predictable that this is going to happen,” said Chester’s water quality consultant Richard Gullick. “I said, ’You should be scared because it’s coming. It’s going to hit you hard because you’re using the wrong reservoir. It’s too hot.’”
