SPRINGFIELD — “Anybody home? Homeless street count,” Dave Havens called out gently, while crossing a parking lot behind a strip mall.
It was dark, but Havens, a program director of homeless services at the nonprofit Mental Health Association, wore a headlamp to light his way.
