Years of violations preceded this city condemning downtown office building in which people lived on fringe

HOLYOKE — When the heat went out at 56-58 Suffolk St. just before Christmas, Don Sanders wasn’t particularly worried.

The 42,000-square-foot former Hadley Falls Trust Co. Building has been home to the offices for the Massachusetts International Festival of the Arts — the nonprofit group that’s working to restore the nearby Victory Theater — since 2005, said Sanders, the group’s executive artistic director.
