
Nine City of Worcester employees made more than $275,000 in 2024, with the top earner’s total gross pay growing by more than $18,000 from last year, according to payroll data from the city.
Of the top 10 employees with the highest total gross pay last year, eight of them are listed as members of the Worcester Police Department.
The top earner last year was City Manager Eric D. Batista, who took home a total gross pay $332,289 in 2024, according to the data. His gross pay in 2024 is $18,566 more than his pay in 2023, which was $313,723.
The second highest earner in total gross pay last year was Police Captain Matthew D’Andrea, who collected $300,477, according to payroll data. D’Andrea’s total gross pay in 2024 was $52,411 more than his gross pay in 2023, which was $248,066.
In 2023, D’Andrea had the ninth-highest total gross pay among Worcester city employees.
Worcester Public Schools Superintendent Rachel Monárrez had the fifth-highest gross pay with $287,434 in 2024. In 2023, she was the second-highest earner and collected a total gross pay of $294,402 — meaning that the superintendent earned $6,968 less in 2024.
The 2024 data found that Monárrez also earned less than Batista, D’Andrea and Police Captains Aaron Theodoss and Christopher Curtis, who earned $294,675 and $290,854 in total gross pay respectively.

Worcester Police Chief Paul Saucier was the 11th highest earner in 2024, earning $272,966 in total gross pay. Saucier was officially appointed from interim police chief to police chief on March 1 and was sworn in on March 14. In 2023, Saucier had the fourth-highest earnings in total gross pay—collecting $254,828.
A majority of the top 20 earners are employees of the Worcester Police Department. The exceptions are Batista, Monárrez and Worcester Fire Chief Martin Dyer, who was the 19th highest total gross pay earner. Dyer took home $261,008 in 2024, a $15,307 increase from 2023 when he earned $245,701.
Among the top 50 earners, the only other non-police and fire personnel were Worcester Public Schools Assistant Superintendent Marie D. Morse, Worcester Public Schools Deputy Superintendent Brian E. Allen and Worcester Assistant Superintendent Yeu Kue.
Morse was the 32nd highest earner with a total gross pay of $246,995, Allen was the 34th highest with a total gross pay of $244,010 and Kue was the 40th highest with $239,049.
Worcester Mayor Joseph Petty had a total gross pay of $41,289 in 2024. Petty’s gross pay in 2024 is higher than it was in 2023, when he earned $39,815.
