Westfield lost a loyal advocate in Joseph Rouse

The Westfield and public health communities lost a loyal, committed advocate of both when former Health Director Joseph Rouse passed away last week. Two and a half months ago, I sat at this laptop writing a reference for Joe, never imagining I would soon be writing a eulogy. I should be meeting him and Margaret for lunch to celebrate his new job.

I have worked with Joe for 24 years in his role as inspector and then Director of Westfield Health Department. Joe’s work ethic, collaborative and leadership skills were clearly illustrated many years ago after Dan Reardon retired from the director position. Our new hire was not what we hoped. Joe fell into an unofficial leadership position to keep the department running.

The staff turned to him for support. As spokesman for the group, he turned to the board, clearly presented the issues and lack of leadership.
