Nine of the 10 highest-paid city employees Salem last year were members of the police department, according to city records.
Police Lt. Kevin St. Pierre took home $241,730 in 2023, the highest on the city’s payroll. This included a combined $94,928 in overtime and detail pay.
In total, the city spent more than $105 million on payroll last year across more than 2,300 employees.
