HOLYOKE — Holyoke property owners who call themselves The Reflex Squad sent a funny — but actually serious — message to the city of Holyoke and its official blight-battling “Flex Squad.”
Their message: Accountability for the problem of urban blight must extend to all property owners, whether private or public. Holyoke Mayor Joshua A. Garcia pushed back, saying he did not run for mayor to be popular, but to manage the city.
