SPRINGFIELD — Millions of dollars have been paid to Massachusetts cities and towns from settlements with drug manufacturers and pharmacies for their role in the opioid overdose crisis.
And yet scant amounts of the money provided last year was spent, records show, even as opioid overdose deaths hit a state high in 2022.
