SPRINGFIELD – A judge on Thursday halted bidding for contracts and awarding work to build the West Parish Filters Water Treatment Plant, saying a union-friendly project labor agreement unfairly restricted competitive bidding.
Litigation had already delayed until next week the planned opening of bids for subcontractors until next week. Major contractor bids were due to be opened June 4.
