In response to what he called “racially insensitive” social media posts from a fellow city councilor, Chicopee City Councilor Shane Brooks invoked a proposed city charter provision that would allow the city to recall an elected official for immoral or illegal activity while in office.
But that provision, along with all of the other recommendations made by the city’s advisory charter commission, have sat for more than a year without being implemented.
