Chicopee Housing Authority, former director accused in civil suit of neglect that led to slaying of elder resident

CHICOPEE — Family and friends of a man who was stabbed to death by his neighbor are suing the Chicopee Housing Authority and its former director for neglect and discrimination, saying they put tenants in danger by failing to follow their own rules.

Lawyers for six named people — the man’s two daughters, girlfriend and several neighbors — and additional witnesses are calling for a jury trial in Hampden Superior Court for damages over the Sept. 10, 2021, death of Domingo Arocho, 67, at his girlfriend’s home at George Robinson apartments in the Willimansett section of the city. The suit was filed on Aug. 23.
