WESTFIELD — Four volunteers who have spent years aiming to better the Whip City were celebrated with the Volunteer of the Year award in a Dec. 20, 2023, ceremony at City Hall. Robert Plasse and Patricia Steele-Perkins, and Michael Raposo and Sheila Elmer, have been named the 2022 and 2023 winners, respectively.
The award is given to people who continuously better the city of Westfield, not seeking recognition but “out of the goodness of their heart,” Mayor Michael McCabe said in an interview.
