SOUTHWICK – At a Parks and Recreation Commission last August, it appeared the installation of a splash pad at Whalley Park would start in October, over 17 months since being approved by Town Meeting.
October came and went, and once again, it’s not clear when the project will break ground after the Parks and Recreation Commission briefly discussed it at its monthly meeting Wednesday.
