SPRINGFIELD – City officials are unveiling what they call a comprehensive program to help people on the street and to reduce panhandling, while also avoiding criminalizing mental illnesses and homelessness.
There are three facets to the initiative involving the city’s police, housing, community development and public works departments, as well as outside partners, including the United Way of Pioneer Valley, Mercy Medical Center and CHD.
