Boston’s payment in lieu of taxes, or PILOT, program, has been regarded as a model for other cities around the country to bring in money from tax-exempt organizations, such as universities, hospitals and museums.
However, even in its position at the top, the city still struggles to bring in more money through the program, at a time when it could use a revenue boost.
