Despite being a waterfront city, public access to a large portion of Lynn’s coastline has been cut off to generations of residents, in part due to being covered by garbage.

A precariously-located landfill — and one that ultimately failed — was built among the heavy industry and commercial facilities that have historically dominated the coastal stretch east of Route 1A. But with revitalization efforts of the last several years, what has long been blighted, contaminated land is poised to become a signature waterfront park, restoring access to a huge swath of ocean for the predominantly low-to-moderate income city that sits 10 miles north of Boston.
